Rubric
A level submission will present one succinct theory of change; the BECAUSE statement will provide solid reason to expect that the THEN statement is likely provided that the IF statement is implemented. The rationale for selecting this theory of change over others, and the justification for why a theory of change is important, reveals a depth of strategic thinking.
B level submission will present one theory of change; the connection between the three clauses includes a weakness in logic; or the BECAUSE clause implies that those with the power will respond because evidence is the primary factor shaping their decisions; or the Theory of Change is presented as a long "run on" sentence that is challenging for the audience to follow. Or the rationale for selecting this Theory of Change reflects shallow strategic thinking, or the discussion of why a theory of change is important is thin in argumentation.
C level presentations will suffer multiple weaknesses identified above.
