The information presented in Modulus 4 deals with the processes and procedures involved in negotiating of multi-lateral agreements. The starts by explaining international diplomacy regulating negotiation with special reference to forests. Then it outlined the steps to formulate intergovernmental agreements whether they intended to be as non-legally binding; i.e. “soft agreements” or legally binding, i.e. “hard agreements”.
Through three Topics, the Module also discussed the general principles governing the negotiation process addressing environmental issues in general however with emphasis the role of forests in such protocols and treaties.
