Introduction

Module 5 deals with the practical aspects of involving stakeholders in implementing international agreements as required by internationally agreed principles.  The PPT and lectures start by recalling the international obligations for prior informed consent as stipulated by the United Nations for Indigenous peoples then moves to outline the procedures for debating of international forest policy issues among stakeholders.

The Module culminates by a session to teach the students how to practice multi-stakeholders’ participation in a simulated consultation on a forest issue. The students will be divided into four stakeholder groups representing government, Indigenous peoples, NGO’s and the private and will be coached during the debate with special emphasis on negotiation protocols.

Outcomes

By the end of this module, you should be able to:

  • Interpret international obligations of prior informed consent.
  • Argue the importance of obligations associated with consultations.  
  • Practice debating the issues associated with multi-stakeholder consultations in a Roundtable setting.
